Evaluating a women's development program

The National Rural Women’s Coalition is an alliance that works to remove the barriers between women and power; between centre and periphery; between women’s potential and the opportunity to fulfil it.

Hamilton Stone was commissioned to provide an independent evaluation of how well Muster – NRWC’s flagship leadership program – is helping develop women leaders, supporting NRWC to be a powerful advocate for Australian rural, regional and remote women.

We evaluated the Muster program, focusing on its impacts, how well it was meeting its objectives, and how it might best be delivered in future. We used rapid appraisal techniques that were focused on a mix of impact, outcome and summative evaluation tasks, and used both quantitative and qualitative methods. Our sources included ten in-depth interviews of women across Australia who had led or participated in the program; analysis of annual reports, program reports and other documentation; and data about 42 program participants and their projects.

We were able not only to describe the programs success, but the reasons for it, and make recommendations to NRWC to build an even stronger program into the future.
